looks like wifi issues to me

Have you tried a wired connection?
Have you tried check a Wireshark Trace run on your PC?
Have you tried a ping ip_address -t from your Windows PC?
Have you tried a different wifi adapter/AP ?

In order to use connmanctl successfully across reboots you need to manually create /var/lib/connman directory.

I also recommended MisterFPGA.co.uk, good service and it working 100% of the time

I agree he is a great guy and fulling willing to give you support after the sell
