Can a Noctua 5V Fan reduced to 3.3V or doesn't it turn on?

I want to run my noctua fan also at 3.3V that should work right? My I/O Board is missing the fan header 
Stupid question but which Jumper do I need to buy? It seems there are 2 versions what are their differences?

I was wondering the same for the TATE Mode Games. It's amazing how fast the core progresses but I don't think this feature is implemented yet? The Rotation should be possible clock- or counterclockwise. not sure if any games rotates the same way in TATE mode

[Update after several months] Rick sent me a replacement USB Hub indeed and that one seems to work fine. Still no idea what the cause of the issue was. so you're still using a USB Hub with USB Powerin? If there is 14mm space it shouldn't cause any shortage problems right? I got a replacement USB hub that’s exactly similar to the one in my pictures...

so you're still using a USB Hub with USB Powerin?

I wanted myself to order one of those transparent MiSTer Acrylic Casees but unfortunatly it's only compatible with a AC PowerIn. My USB hub is a v1.2 with 8 usb ports which one of it is used for USB Power IN.
