So what's the definitive answer? There isn't a "definitive" universal answer or solution. Nobody has gotten to the root cause of all this yet. All we have at present are workarounds that may help. Sometimes you must delete all Bluetooth device pairing and start over from scratch. I wrote a script (in the Scripts repo on GitHub) that does this. It's gotten me out of situations exactly like what you describe.

Cutting the traces for only pins 13 and 15 appears to work great. Actually, cutting pin 15 solves some problems but creates others. Cutting it causes eARC negotiation between my VIZIO TV and my ThenAudio SHARC to intermittently fail. So I'm not sure I'd recommend that folks cut/lift pin 15 just yet. For the sake of testing I would get two adapters with complete headers, and set up short jumpers. That way you can permutate without trashing any boards. I don't need to test very many permutations, and I'm handy enough with a soldering iron to reconnect any traces I've scratched out if it comes to that while I'm experimenting. But thanks for the ...

Has anybody tried using one of these breakout boards ? Assuming the HDMI signal passes through correctly, it would be a lot easier to cut traces on one of these than trying to block/remove pins on an HDMI cable. Whoa! Would there be any real danger to disconnecting HDMI pin 15 from U34 as well? Looks to me like it isn't hooked into any other chips/logic, but just ultimately runs to 5V+.

The U34 pin connections in the DE-10 Nano schematic would match up with the "DBV or DCK" packages... but the "DRL" or "DCK2" packages apparently have identical sizes but with different pinouts. I wonder if someone chose the wrong package such that the pinout of U34 doesn't actually match what the Nano's schematic expec...

Taping over pin 15 resolves my eARC issues.
I now have to wonder if U34 is somehow mis-wired or mis-used by the DE-10 Nano. Here's the datasheet for that component:

Pins 15 and 16 are the other two pins also "protected" by U34, so maybe it's one (or both) of them.

I taped over pins 14 and 19 on my CEC-less adapter, but it did not resolve the eARC problems, so it doesn't have anything to do with those pins. Must be one of the others.

Any chance this fix might also apply to HDMI pins 14 and 19, which are the "ethernet over HDMI" pins responsible for eARC? Because even with the CEC pin (13) removed from the equation, my MiSTer still screws with my TV's ability to correctly establish an eARC connection (which relies upon those ethernet pins). I reckon this is caused by an ESD protection device called U34 on the bottom of the PCB. There is a diode inside this device between CEC and the 5V rail, so when power is disconnected, the diode pulls the CEC line low and stops it working. Yes. As I said, they pair just fine — but inputs are not recognized.
I’ve already identified that rolling back to the 20200618 Linux kernel image resolves the issue, so this looks like a regression therein.

I can pair the controller fine, but the OSD refuses to recognize any buttons I press on it. I can’t even remap the buttons because when the remapping sequence asks me to press DPad-right, and I do, it acts as if I’m not.
Same problem with my other identical controller.
