I did a full reset of the SD Card and it is now working with a 1080/60 res, vsync adjust to 2 and integer scale.

To use VRR, ALLM: do you need a HDMI 2.1 cable? I think the DE10 only has a 2.0 port, so not sure which of those is not playing nice with my C9?

Can't say for sure, but seems similar to problems I was having on my LG C1. Are you using ARC or eARC in your setup anywhere?
