The fact you have individually soldered both 64MB chips onto the single chip memory board does seem to show they are faulty, as at one point sellers were producing 64MB memory modules on the single chip memory pcb boards, so I would have expected in your tests for at least one of the chips to work and not error if they were working correctly and ge...

You can select either 3.3v or 5v for the fan.

Depending upon who made your Digital IO board you may need to fit a pin header and use a jumper cap, or you could just solder a permanent bridge to allow the fan to run at the 3.3 voltage. If you flip the IO board over you will see the voltage values silkscreen marked next to the fan socket.

I think you will need to configure your .ini based upon the display type you are using. If you will are using Analog audio output (either mono amplified output through the JAMMA connector or stereo line level output through the RCA ports or 3.5mm headphone port), set SW0 on the DE10-Nano ON towards the center of the board to enable audio. I don't think it's a modification, pins have just been correctly populated on the IO board.

I assume it was probably an AliExpress IO board with the missing header pins, as this seems to be a common issue with AliExpress IO boards.

Yes the Cloud Connectivity Kit is fine to use as a source to get a DE10-Nano for building a MiSTer, as you point out you will also receive an additional board which is not required in a MiSTer build.
