Is there any particular reason why you can't use vertical crop x5 when you set forced_scandoubler=1?
I play on a VGA CRT and I use the HDMI output for streaming so it's not very important, I can adjust the image in OBS, but I'm just curious.

Actually maybe you’re right, I know next to nothing about analogue output. I was thinking of the scandoubler fx in the menu and not really understanding what you were asking.

Re: Vertical crop x5 and forced_scandoubler
Scandoubler does impact HDMI output, whether the forced_scandoubler in the ini or scandoublerfx in the core menu. If you have vscale_mode=1 then you're never going to get 5x because the vertical scaling is effectively limited to even multiples. It's more like the analog output is having its vertical resolution doubled, and only then it gets shipped over to the scaler for further modifications. So you're scaling an image that has already been 2x'd.
You can use vscale_mode=2 to allow half-steps in scaling, this will allow 5x to work with the scandoubler, although there will be a bit of interpolation introduced.
