Quartus Licensing

I wanted to experiment making minor changes to an already-existing core. I installed Quartus Lite from this link:

and it asks me to select an option:

Connect to the Altera Self-Service Licensing Center
Buy a Quartus Prime software license
Start the 30-day evaluation period with no license file (no device programming file support)
If you have a valid license file, specify the location of your license file

When I try to build I get this error:
License file is not specified.

Do I need to use Quartus? Or is there another way? If I have to use Quartus, what is the most commonly used license or workaround?

Okay, I had to deselect Help and ModelSim on installation. Then it hangs at the end so I wait for a bit and then ctrl-c it. Got a different initial licensing pop-up, and was able to build a core. Thx!
