If I choose full screen, I can only fill the screen in the Y direction and cannot remove the black borders on both sides of the screen in the X direction. I know this is a occluder for the NEOGEO game . Is there any way to remove it? Just like RetroArch.

As the core achieves the narrow screen through simply masking left and right with black vertical bars, the display is still going to see that area as part of the active screen. I'm not aware of any way to prevent that.
