The new Core of Neo-Geo Arcade was recently created, wanted to understand what use this is?

With the old Neo-Geo Core isn't it the same thing to set the bios or emulator to Arcade mode?

There are two topics about this already, basically it's for people who like to use the Arcade folder to load the roms separately from loading the core and then load the rom.
This is because a lot of people use a cabinet with their MiSTer and prefer this loading option over the regular one.
