Digital I/O board 3v bridged to ground

I recently purchased the parts to solder up for myself a Digital I/O v1.2 board.

I am a hobbyist and not an EE but I was pretty pleased with my SMD soldering job. Things looked clean with no obvious bridges. Checking with a multimeter as I was going for concerning parts like the resistor networks and Control chip didn't reveal any unexpected results.

Unfortunately I clearly messed something up. After completing the board and connecting to the de10, the board wouldn't power on. Using some jumpers to connect the Digital I/O board to the GPIO 5v and ground works but connecting to the de10 3v line causes the board to power down. Long story short, after investigation I realized that the 3v line was grounded.

I am trying to figure out where I messed up. I have already removed C2, C4, C5, and C6 to eliminate them as culprits. I also don't have the fan or user port jumpers connected.

I am trying to avoid having to tear everything off the board to find the issue.

Has anyone run into a similar issue in the past or have pointers on how to debug this issue?
