I just loaded up SFII displaying to LG CX OLED and PVM and compared. If anything, the PVM was cutting part of the image off. I didn't notice anything cut off the top and bottom on the TV.

I do recall I had an issue with my Switch cutting off the top and bottom part of the image. I fixed it by adjusting the following setting on my TV:
Picture->Aspect Ratio->Just Scan

Try adjusting that and see if it makes a difference.

I have an LG OLDED 4k 65inch and no cropping here

Check tv settings - im in Gaming mode, and have pixel perfect or whatever the setting is that matches 1 to 1 the source to the screen.

Sounds like overscan or tv settings to me, this happens a lot with raspberry Pi's too (often due to their non-standard hdmi signals and edid handling in general).

Just to double check, you do have your .ini file set correctly right? The default I think maximizes the screen, but cuts off the top and bottom a slight bit. Setting it it integer scale at 1080P will shrink the screen down, keep it from shimmering, but unfortunately you'll have black bars at the top and bottom.

That happens to be the exact TV I have. 1440 will not work on the C9 so be careful not to set that as your resolution or you will get locked out. 1080p with integer scaling and the cut off areas will be visible.

sounds like the TV is not set to "fit to screen" or a forced 16:9 ratio on your TV is not set.
double check your aspect ratio on your TV is set to 16:9, and also try the below settings i found on a reddit post with a similar issue

try Settings -> Picture Settings -> Aspect Ratio -> Just Scan

Solution was to turn off Scaling under Picture settings with on off or Auto Renaming to PC did nothing.
